REAPER pulls from two locations to populate the TB icon select/edit/ customize dialog. The afformentioned, and the root of a theme's resource folder. The icon pack contains a toolbar icon theming instruction pdf explaining this protocol and process. The pack assumes you are most likely a themer, with some experience of this phenomena. If you are using a .Reaperthemezip, and you want to REPLACE/Add the icons, to have them in addition, or instead of the theme's default icons, you must unpack the theme, copy all the icons to the theme's resource folder; example: colorthemes\Default 5 Unpacked\*.png. Overwrite existing files? y/n Yes. Do not worry, your original theme still exists as the .reaperthemeZIP. You are editing the unpacked theme, which means, you must also switch to the unpacked version in REAPER. So, under themes, change from 'Default 5' to 'Default 5 Unpacked'.
